Mayor Lori E. Lightfoot has announced that S&P Global Ratings (S&P) and Fitch Ratings (Fitch) have upgraded their long-term ratings for Chicago O’Hare International Airport (O’Hare) General Airport Revenue Bonds (GARB) by one notch from “A” to “A+” with a stable outlook. S&P has also upgraded the Passenger Facility Charge (PFC) long-term rating from “A” to “A+” with a stable outlook

Back to School, But Not Afterschool, for Many Students
New Survey of Parents Finds Historic Unmet Demand for Afterschool Programs, Latino and Black Students Most Likely to be Shut Out, and High Levels of Satisfaction with the Programs Children Attend
There are 24.7 million U.S. children not in an afterschool program who would be enrolled if a program were available to them, according to a survey of 1,500 parents conducted in May and June of this year. That is up from 24.5 million in early 2020, just before the pandemic began, and the highest number ever recorded. Unmet demand for afterschool programs is significantly higher among Latino and Black children (at 60% and 54% respectively) than among children overall (49%). Unmet demand has been growing as the cost of running programs has far outstripped resources.

Environmental Justice Concerns Loom Over Rail Merger
A few months back, I wrote a column focused on my misgivings about the proposed merger of two huge railroads – Canadian Pacific and Kansas City Southern. As I wrote at the time, I feared that the merger would add to the environmental and health burdens already facing Black communities and other communities of color by introducing more rail traffic and more carbon emissions while also negatively impacting things like emergency response and commute times.

Gov. Pritzker Announces Medicaid Reimbursement Increases and Expanded Title X Funds for Reproductive Health Care Providers
Governor Pritzker has announced an increase in Medicaid reimbursement rates for abortion services and a new expansion of Title X funding through the Illinois Department of Public Health (IDPH) for family planning and reproductive health service providers across the state. The 20% Medicaid reimbursement rate increase will give additional resources to providers facing new burdens in the wake of increased restrictions on reproductive care in surrounding states. The Governor also eliminated a requirement for providers to receive a Medicare denial before requesting Medicaid payment, expanding provider options for patients receiving both Medicare and Medicaid.

All of Raquel Graham’s innovations come from her life and her life experiences. Graham started Roq Innovation in 2014 because of her children. During the Polar Vortex, her children did not want to wear scarves, which wasn’t feasible in the cold weather where all skin needed to be protected from the elements. She looked online for an alternative to the bulky, itchy scarves that were available on the market and couldn’t find anything.
