 Law enforcement addresses car jackings on South Side

     Law enforcement and local elected officials have been warning residents to be on alert as vehicular hijackings, also known as car jackings, have been on the rise in the last month. A forum, hosted by the Chicago Police Department and which included 4th District Commander Robert Rubio, provided residents with information.
Chicago Police Department Deputy Chief Migdalia Bulnes said juveniles make up the majority of people being arrested for carjackings. She said around 54 percent of the arrests involve juveniles alone.
    “Because of the COVID pandemic and because of the civil unrest, this has led to an uptick where this had led to an increase, we have an increase. A lot of carjacking offenders are wearing masks, which makes it very difficult, but we continue to work hard with the areas,” she said. “A lot of these car jackings are modeled after a game, one of these video games.”
    Bulnes added that the Chicago Police Department has a no chase policy. She said one of the things CPD is working on is the expansion of the Carjacking Task Force. “The CPD is very committed to providing resources for this, citywide and we can meet the challenges that we have,” she said.
    Bulnes said the expansion of the Carjacking Task Force includes patrol assets from the field to join the task force. Bulnes said CPD is looking for teams within each area to serve each particular district.
     Glen Brooks, director of public engagement for the Chicago Police Department, said, “The city is divided up into five police areas, so we have a citywide task force that takes care of task force all over the city. When we talk about an area task force, that will be specific in the 7th and 8th ward, along with a few other wards,” he said.
    Brooks said the Carjacking Task Force has been very effective.          He noted the work the task force has done in regards to Dwain Williams, a retired Chicago Fire Department lieutenant, who was shot in a carjacking attempt. “They are really working hard. And, by having a task force focusing specifically on carjackings, they are able to identify the patterns and common elements in the carjackings that lead to arrests,” he said.
     Brooks also said residents can assist the police by providing information, either by calling when they see something or using their home recording devices, like ring cameras. CPD is also using shot spotter and technology that reads license plates.
      Rubio said on the district level, the Chicago Police Department 4th District, does crime analysis every day. He said the information they receive from the analysis is shared with the beat officers. He said there is information sharing between the officers and the detectives. “This is key because our officers are able to go out there and they’re able to identify certain individuals,” he said.
