THE NEW WAR AGAINST BLACK PEOPLE

(Chicago, Illinois)- Dr. Kisha McCaskill- Cook County Commissioner for the 5th District- will be joined by Chicago area NAACP President Gary Dingle, a mass group of county, local and state elected officials, civic leaders, and a mass audience of mostly African American Cook County residents in a town hall meeting concerning recent Supreme court decisions and actions in Louisiana and Tennessee that moves to disenfranchise to remove political empowerment in black communities.


Cook County Commissioner Dr. Kisha E. McCaskill, 5th District, is taking decisive action to defend the fundamental right to vote, introducing a bold resolution that will be presented to the Cook County Board of Commissioners for immediate consideration and action at the upcoming May 19, 2026 Cook County Board Meeting.


This effort comes in direct response to recent Supreme Court rulings, including Brnovich v. Democratic National Committee, which narrowed the ability to challenge discriminatory voting laws under Section 2 of the Voting Rights Act of 1965, the primary remaining federal safeguard

against voter discrimination.


“We are all so encouraged that Commissioner McCaskill is taking such bold action here in Illinois. What affects African Americans in Tennessee and Louisiana also impacts us here in Chicago. When Chicago stands up, the world listens. “says Illinois State Representative Debbie Meyers-Martin.


Illinois State Representative Thaddeus Jones adds, “ We can’t remain silent while the efforts of our now deceased forefathers are under attack. I agree that it's time for not just African American throughout Illinois to stand, but every good conscience minded person who believes in fairness, equality, and voter protections.”


With federal preclearance protections already eliminated by Shelby County v. Holder, these rulings have shifted the burden onto communities to prove discrimination after harm has occurred—raising legal barriers and weakening enforcement at a critical moment for American

democracy.


“Voting rights are non-negotiable,” said Commissioner McCaskill. “Anything less than full, fair, and equal access to the ballot is a direct affront to those who gave their lives for this right. We will not move backward.”


In a county where hundreds of thousands of Black voters help shape elections and civic outcomes, McCaskill emphasized that there is no tolerance for policies that weaken access or dilute participation.


CALL TO IMMEDIATE ACTION


The resolution will be presented to the May 19, 2026, Cook County Board meeting for immediate consideration, positioning Cook County as a national leader in the fight to defend voting rights.
