Giannoulias Moves Commercial Truck Renewal Process Online
New Modernized System Brings Efficiency & Convenience for Illinoisans & Businesses
The Secretary of State’s office is making it easier and faster for Illinois-based commercial trucking firms to renew their federal registration credentials by expanding online filing and payment options.
Companies with fewer than 250 vehicles can now complete International Registration Plan (IRP) renewals online by uploading their IRS-issued Heavy Vehicle Use Tax (HVUT) Form 2290 and submitting payment electronically. Once required documents are confirmed, registration credentials will be emailed within three business days – eliminating the need for an in-person visit to the Dirksen DMV in Springfield.
“This enhancement reflects our ongoing commitment to modernizing services and reducing unnecessary paperwork and in-person requirements for Illinois businesses,” said Illinois Secretary of State Alexi Giannoulias. “By expanding online IRP renewals, we’re creating conveniences and saving time for businesses and truck drivers while maintaining the accuracy and integrity of the registration process.”
“Allowing trucking companies to pay for their IRP renewal online is a major step forward for our industry,” said Matthew W. Hart, Executive Director of the Illinois Trucking Association. “This new system at the Illinois Secretary of State saves valuable time, adds real convenience for truck owners, and provides flexibility by allowing payments to be split—while eliminating the need to stand in line at the IRP office in Springfield.”
“The Secretary of State’s revamp of the registration system for truck owners and operators is a major step forward in saving time and easing what has been a very cumbersome process,” said Don Schaefer, President and CEO of Mid-West Truckers Association. “The ability to complete their renewals online and submitting payments electronically will help to avoid the last-minute crush that has plagued the system in the past. Truck owners will also have the ability to split up their payments before the March 30 deadline, a great convenience for those companies that are writing their biggest checks of the year.”
The new system also includes real-time mileage checks, which flags errors or inconsistencies immediately, allowing customers to correct them on the spot without having to contact the Secretary of State’s office. The system automatically determines whether estimated or actual mileage is acceptable, further streamlining the process. Registrants may re-enter the application as many times as needed to renew additional vehicles without requesting a system reset.
Carriers can pay renewal fees using a credit card or e-check. For large online payments, customers are encouraged to confirm with their bank to avoid delays and returned check fees.
This online option applies only to renewals of existing vehicles already registered to a firm. Registering new vehicles, updating existing units or obtaining new plates will continue to be handled through the IRP Supplement process, which opens April 1, 2026. Invoices can still be generated for customers who prefer to pay by mail or in person, and in-person customers are advised to bring printed documents to avoid processing delays.
