EARLY WALKER AND VMS TO ANNOUNCE HUGE EXPANSION PROMOTING DIVERSITY IN CHICAGO TOWING CONTRACT


(Chicago, IL) – Kevin Corcoran-CEO of Vehicle Management Solutions (VMS), along with Early Walker-Vice President of VMS Intergovernmental Affairs- will publicly announce a new diverse expansion program that will now allow outside towing operators, particularly minority firms, the opportunity to engage in towing operations for the city of Chicago.

VMS, through its local Chicago area companies United Road Towing (URT) and E&R Towing have been the city of Chicago towing contractor for many years. VMS has been solely responsible for towing hundreds of thousands of cars annually. The total operations include not only the towing of cars, but dispatch services, auto-pound management, and other related services.

However, CEO Kevin Corcoran felt compelled to engage and embrace Mayor Johnson’s vision of a more inclusive and diverse culture of towing operations that will have a positive impact on smaller minority towing operators.

Under the program, the approved Subcontractor and Owner agree to be bound by all the terms and duties required of Subcontractors by the City of Chicago under its agreement with URT. Some of which include:


1. Services. If Subcontractor and Owner accept a towing assignment from URT, the Subcontractor and/or Owner shall provide towing services as requested by URT per the assignment.

2. Owner, Subcontractor, and its employees must act in accordance with the highest standard of the towing industry.

3. All services performed by Subcontractor and/or Owner under this Agreement shall be performed in strict accordance with the requirements of URT’s agreement with the City of Chicago.

4. Subcontractor and Owner must acknowledge that Subcontractor and Owner are subject to all the terms and conditions of URT’s contract with the City of Chicago. A copy of the relevant provisions of URT’s contract with the City of Chicago is on file at the office of URT for review by Subcontractor and/or Owner.

5. All CPD tows will be directed to the city of Chicago auto pounds (Not private lots)
