Post-Hearing Update: Cannabis Licensing Case — Names Raised in Open Court, Ruling Expected May 21
CHICAGO — A Cook County judge heard arguments yesterday in the final remaining legal challenge to Illinois’ cannabis dispensary licensing process, a case that continues to raise questions about transparency and how licenses were awarded.
During the hearing, the State argued it was not required to identify corporate relationships between applicants and could rely on individual disclosures when reviewing applications. Attorneys for Well-Being Holistic Group argued that approach allowed significant connections between applicants — including substantial financial backing — to go undetected.
At issue is the composition of the Chicago dispensary lottery. The plaintiff contends that approximately half of the entries — about 450 out of 901 — should not have been included. If correct, the lottery would have consisted of roughly 451 entries rather than 901, materially affecting the odds for applicants.
While the focus of the hearing was on legal standards governing review of agency decisions, several entities and relationships that had been redacted in court filings were discussed in open court, including:

The case centers on whether the State failed to identify connections between applicants that may have affected the integrity of the lottery process for cannabis dispensary licenses.
The judge did not rule from the bench and is expected to issue a written decision:
