CONGRESSMAN DANNY K. DAVIS’ ANNOUNCE “TECHNOLOGY IN THE PARKS” FEDERAL LEGISLATION
Chicago – Congressman Danny K. Davis, 7th District of Illinois joined by Rosa Escareño, General Superintendent, Chicago Park District convened a press conference to announce "Technology in the Parks Act of 2023” legislation.According to the National Recreation Park Association's 2023 report:
More than 280 million people in the United States visited a local park or recreation facility at least once during the past year 7 in 10 U.S. residents have at least one local park, playground, open space, or recreation center within walking distance of their homes*.
This legislation propels the United States communities one step closer to free internet.
Davis said, “I believe that this legislation aligns with the nation’s commitment to fostering innovation, education, and community development. This legislation, once passed, will contribute to building a more technologically inclusive society, ensuring that the benefits of advancements reach all corners of our community.”
The major components of the legislation are:
Firstly, expand the FCC E-rates program to include local parks. This initiative is crucial in bringing broadband access to these community spaces, aligning with the program's existing coverage for schools and libraries.
Secondly, the legislation aims to specifically include local parks in the U.S. General Services Computers for Learning Program. This will provide parks with access to computer equipment that federal agencies have identified as excess property, facilitating technological advancements and digital literacy in our communities.
Lastly, the legislation will require the U.S. Department of Labor to implement a program that provides grants for technology training programs in local parks. This supports skill development and ensures that local parks hosting such programs are eligible for E-Rate support, creating a more connected and tech-savvy environment for all.
Davis said, “The "Technology in the Parks Act of 2023" is a crucial step in bridging the technological divide and promoting education and skill development in our communities. By extending E-Rate support to local parks, we empower these spaces to become hubs for technology training, creating opportunities for skill acquisition in areas such as coding, cyber security, digital manufacturing, and more.”
