    .Another Arctic front will sweep east through the area before
    daybreak. Increasing winds and falling temperatures behind the
    front will result in very low wind chill values for the next
    several days.

    THROUGH FRIDAY MORNING...
    * WHAT...Very cold wind chills expected. The cold wind chills will
    cause frostbite in as little as 30 minutes to exposed skin.
    Expect wind chills to range from 5 to 15 below zero at times
    late tonight into Thursday. Wind chills of 20 to 25 below zero
    may occur Thursday night into Friday morning. Northwest winds
    could also gust as high as 35 to 50 mph late tonight through
    Friday night, especially across the higher ridges.
    * WHERE...Portions of southwest and west central Virginia,
    northwest North Carolina and southeast West Virginia.
    * WHEN...For the Wind Chill Advisory, now through Thursday. For
    the Wind Chill Watch, from Thursday evening through Friday
    morning.
    PRECAUTIONARY/PREPAREDNESS ACTIONS...
    A Wind Chill Advisory means that cold air and the wind will
    combine to create low wind chills. Frost bite and hypothermia can
    occur if precautions are not taken. Make sure you wear a hat and
    gloves. Make sure that water pipes are kept above freezing to
    minimize the potential for water damage due to burst pipes. Afford
    outdoor livestock and pets with adequate shelter.
    A Wind Chill Watch means there is the potential for a combination
    of very cold air and the wind to create dangerously low wind
