    At 139 PM CDT, Doppler radar and automated rain gauges indicated a
    storm with heavy rain moving across highway 86 between Tulia and
    Silverton. Elsewhere mostly light rain continued across the
    warned are. Up to four inches of rain have already fallen and
    areas of flooding are likely to continue through at least 3 PM.
