    NORTHWESTERN BLANCO AND EASTERN GILLESPIE COUNTIES...
    At 1050 PM CDT, the Texas Department of Transportation reported
    flash flooding near Willow City, where Ranch-to-Market 1631 and
    Ranch-to-Market 1323 were closed due to water over the roadway. Up
    to two inches of rain have already fallen. Flash flooding is already
    occurring.
