    * WINDS...Southwest 20 to 30 mph with gusts up to 40 mph.
    * RELATIVE HUMIDITY...5 to 10 percent.
    * TEMPERATURES...In the upper 80s to middle 90s.
    * IMPACTS...If fires start, they will spread rapidly and will be
    difficult to contain.
