    At 1050 PM EDT, local law enforcement continues to report flash
    flooding in and around Benton, with multiple roadways being
    impassible including portions of highway 411. The heaviest rains
    have ended for the evening, therefore flood waters should continue
    to recede.

    producing heavy rain across the warned area. Several reports of
    flooded roadways and mud slides between Abingdon and Bristol, VA.
    Up to two inches of rain have already fallen. Additional flooding
    is expected.
