    At 1118 AM EDT, Morgan County local law enforcement reported
    flooding on lower Rockwood Rd due to nearby stream. Elsewhere,
    flooding is beginning to subside. In excess of four inches of rain
    have already fallen.

    Wartburg, Oliver Springs, Harriman, Sunbright, Oakdale, Rugby,
    Coalfield, High Point, Pine Orchard, Rugby State Park, Deerlodge,
