    Lewis County in northeastern Kentucky...
    Adams County in southwestern Ohio...
    Scioto County in southwestern Ohio...
    * Until 515 AM EDT.
    * At 212 AM EDT, radar indicated an area of moderate to heavy rain
    moving across the advisory area. The ground is already wet from
    earlier rainfall. This additional rain will result in minor
    flooding.
    * Minor flooding of low-lying and poorly drained streets, highways
    and underpasses will occur. In addition, farmland near creeks,
    streams and drainage ditches will experience minor flooding.

    Peebles, Vanceburg, Winchester, Seaman, South Webster, Rosemount,
