    * Minor flooding is occurring and Minor flooding is forecast.
    * Recent activity...The maximum river stage in the 24 hours ending at
    4 AM Sunday was 16.9 feet.
    * Forecast...The river will continue to fall to below flood stage by
    late this morning.
    * Impact...At 16.0 feet...Water goes over the banks of the Potomac
    near the mouth of the Opequon River.
