Illinois Department of Revenue Awarded 2026 Bell Seal Certification for Workplace Mental Health for Second, Consecutive Year
SPRINGFIELD — The Illinois Department of Revenue IDOR has once again been recognized by Mental Health America (MHA) as a recipient of the Bell Seal for Workplace Mental Health, marking the second consecutive year the department has earned this national distinction.
Building on last year’s achievement, IDOR reached a new milestone in 2026 by meeting all program requirements and earning Platinum Level Certification with a score of 98%, the highest level awarded by MHA. Last year, IDOR received Gold Level Certification, achieving an impressive combined average score of 91%, becoming the first state governmental agency in Illinois to ever receive this award.
“This recognition at the Platinum level reflects our deep commitment to employee well-being, a commitment embedded across the agency,” said IDOR Director David Harris. “Earning a 98%, an increase from the 91% level earned last year, demonstrates that our efforts are both consistent and evolving to meet the needs of our entire workforce. We are proud to set a standard for public service organizations in Illinois and beyond.”
Bell Seal is the nation’s leading certification recognizing employers that are committed to creating and sustaining mentally healthy workplaces. Only a select number of employers meet the rigorous standards for certification, and the process includes a comprehensive evaluation of four key areas: workplace culture, benefits, compliance, and wellness initiatives.
“With this second consecutive recognition and its advancement to the highest certification level, IDOR continues to demonstrate leadership in fostering a workplace culture that prioritizes mental health, employee engagement, and overall well-being, Harris said. “This recognition reflects the dedication and professionalism of our entire team, and we will continue to strive for excellence on behalf of our employees.”
