4 Policy Resolutions Championed By Cook County Commissioner Donna Miller Approved at NACo Annual Conference

Resolutions are focused on doula services, social media safety, CPR/AED training and environmental justice

COOK COUNTY, Ill. -- Four policy resolutions introduced by 6th District Cook County Commissioner Donna Miller were adopted as full policy resolutions at the National Association of Counties (NACo) conference. The conference, held this year in Tampa, Florida, brings together nearly 2,000 elected and appointed county officials to focus on federal policy issues that impact counties and their residents. Commissioner Miller’s four resolutions focused on maternal health, environmental justice, social media safety and CPR/AED trainings.

“I’m honored to be able to raise awareness of some of the most pressing issues facing Cook County and ensure county officials across the country are working to address these crucial matters. I’m thrilled to see these four resolutions be adopted as full Policy Resolutions at NACo this year,” said Cook County Commissioner Donna Miller. “During my time in office, I’ve dedicated my work to advocating for increased awareness of cardiovascular health, accessible doula services, social media safety and environmental justice, and I’m glad to receive this recognition at the national level.”

Commissioner Miller’s Resolution in Support of Federal and Local Government Coordination to Advance Cardiopulmonary Resuscitation (CPR) and Automated External Defibrillator (AED) Training and Implementation urges the federal government to increase funding for and work with counties and local community and government agencies to fund and coordinate more robust awareness and training campaigns in CPR/AED. Since she first took office in 2019, Commissioner Miller has made it a priority to use her background in the healthcare industry to educate residents on the risks of cardiovascular disease, how to prevent it, and how to improve outcomes of cardiac events through CPR training.

Her Resolution in Support of the Federal Government’s Justice40 Initiative and Encouragement of Federal, State and Local Government Coordination on its Implementation urges the federal government to work with county governments to implement the federal Justice40 initiative by providing technical assistance and coordination to access and maximize funding for projects. Both the CPR/AED and the Justice40 resolutions first passed at the 2023 NACo conference, and were adopted again for the upcoming year.

Commissioner Miller also introduced two interim resolutions that were first addressed at the 2024 NACo February Legislative Conference in Washington DC, including the Proposed Resolution in Support of Federal Funding for Social Media Safety Education and Training, which calls for the federal government to assist counties in educating youth on safe social media usage and its potential dangers, as well as parental outreach and support. The other, Proposed Resolution in Support of Federal Funding for Doula and Social Support Services Training, advocates for federal funds to go towards the implementation of doula services with the goal of addressing maternal mortality rates, which have historically been higher than the national average and disproportionately affect mothers of color. In recent years, Commissioner Miller has led efforts to improve maternal healthcare in Cook County by supporting doulas and raising awareness on the disparities in care.

The NACo resolutions process provides members with the ability to create national policies affecting county governments. Resolutions may be introduced at NACo conferences, including the Annual Conference, Legislative Conference or, in some cases, any other conference where the NACo Board of Directors convenes.

The National Association of Counties (NACo) unites America’s 3,069 county governments. Founded in 1935, NACo brings county officials together to advocate with a collective voice on national policy, exchange ideas and build new leadership skills, pursue transformational county solutions, enrich the public’s understanding of county government, and exercise exemplary leadership in public service.
