New CHA Website Allows Low-Income Chicago Residents to Quickly Apply for Section 3 Jobs
The Chicago Housing Authority has launched a new website that allows Section 3 residents to apply for jobs with CHA and its contractors.
Section 3 residents are public housing residents, Housing Choice Voucher participants and low-income Chicago area residents.
The website, in compliance with the U.S. Department of Housing and Urban Development’s Section 3 Voluntary Compliance Agreement, is available to CHA public housing residents, Housing Choice Voucher (HCV) participants and Chicago area residents whose household income (for tenants over age 18) meets or falls below the low-income limits established by HUD.

“The Chicago Housing Authority and its contractors are required to post all Section 3 employment opportunities on this new website, which will include various positions such as construction,maintenance,administrative and clerical employment,” CHA CEO Michael R. Merchant said. “This is the first time in the history of CHA that each and every Section 3 job has been made available for viewing in one place. It will help the Section 3 process move quickly and efficiently for both applicants and contractors.”
In conjunction with the website launch, CHA staff provided a two-week website training session to internal employees and external agencies, such as FamilyWorks providers and contractors, at the Charles A. Hayes Center. CHA staff also visited employment offices throughout the city to explain the new job website.
CHA’s compliance department will monitor the website, and staff has been allocated to ensure contractors are properly posting positions. CHA staff will also be available to assist Section 3 residents register in the system and apply for jobs.
To register, Section 3 residents must create a profile in the website with a username and password before applying for jobs. CHA public housing residents and HCV participants must include their tenant ID number when creating a profile to verify their status. Users may then enter professional experience, educational attainment, certifications/licenses, and union affiliation status. Section 3 residents may also upload their resumes to the website.
CHA will review applications for its own internal candidates. Contractors will review each application before reaching out to qualified applicants for interviews.
The website will also provide its registrants with the opportunity to receive email updates when new jobs are posted.
In collaboration with its Asset Management department, CHA will work with the CAC, contracted service providers and business development contractors to ensure Section 3 residents are notified of the new website, and that it is promoted throughout the Chicago metropolitan area.
