Local School Council Member Charged with Indecency exposure
A South Side Local School Council (LSC) member was charged in Sept. with a serious crime.
Chicago Police News Affairs Officer Michael Sullivan confirmed that Reginald Jones, 43, was arrested and charged at 9:18 a.m., Sept. 9, on the 1000 block of west Taylor Street with 1 felony count of indecency exposure and driving on a suspended license.
According to State of Illinois Compiled Statute (720 ILCS 5/11-30), the crime of public indecency refers to:
Sec. 11-30. Public indecency.
(a) Any person of the age of 17 years and upwards who performs any of the following acts in a public place commits a public indecency:
(1) An act of sexual penetration or sexual conduct; or
(2) A lewd exposure of the body done with intent to
arouse or to satisfy the sexual desire of the person.
( Breast-feeding of infants is not an act of public indecency. )
(b) "Public place" for purposes of this Section means any place where the conduct may reasonably be expected to be viewed by others.
(c) Sentence. Public indecency is a Class A misdemeanor. A person convicted of a third or subsequent violation for public indecency is guilty of a Class 4 felony. Public indecency is a Class 4 felony if committed by a person 18 years of age or older who is on or within 500 feet of elementary or secondary school grounds when children are present on the grounds.
Jones, one of two community representatives serving on the LSC at King College Prep High School, 4445 S. Drexel Blvd., reportedly has said the charge is false and that he plans to fight it.
Attorney Robert Kuzas, who is representing Jones, did not return the Chicago Citizen Newspaper’s telephone calls by press-time.
When asked if this arrest is grounds for dismissal from the LSC or whether or not there is a concern that this is reportedly Jones’ third arrest of this kind, Chicago Public Schools spokesman, Michael Passman responded via email, “Since this is a pending legal matter, we decline comment at this time.”
According to CPS local school council guidelines, Jones’ indecency arrest does not automatically bar him from serving as a council member and is not listed among the convictions that would make him ineligible to continue to serve.
· LSC members are elected by parents and community residents in an election held every two years. This year, elections will be held April 7, 2014 (for elementary and high school LSCs).
· Teacher representatives and the non-teaching staff representative are appointed by the Board, following a preference poll of all full-time staff.
· The school principal is automatically a member of the LSC.
· A high school student is appointed by the Board, following a preference poll of the students at the school.
